Kasese Municipal Council has issued new guidelines on the collection of garbage in Kasese municipality.
The municipal authority has largely shifted the burden of garbage collection from individual tenants to landlords within the municipality.
Previously, it has largely been the duty of tenants to ensure that garbage generated is evacuated from their premises and subsequently remitted to the municipal council for onward management.
Now, speaking to Messiah Radio, Kasese Municipal Mayor, Mr. Chance Kahindo, to improve efficiency in garbage management, the municipal leadership has resolved that all dues related to garbage management shall be incurred by the landlords who shall ensure that their premises are always clean. Kahindo reiterated that the landlords are at liberty to transfer that financial burden to their tenants.
The municipal boss explained that the council’s decision is guided by the national laws on garbage management. Section 31 of the environment and waste management regulations 2020 states that any person who owns or operates a commercial premise or establishment shall ensure that waste generated at the premise or establishment is collected and transported to a designated disposal site.
Kasese Municipal Senior Health Inspector, Mary Consulate Kabugho noted that this garbage management system will save garbage collection contractors the hassle of dealing with stubborn tenants who are in many instances not always found at the premises.
Ms Kabugho explained that it is the duty of all town dwellers including landlords to ensure Kasese municipality remains a clean town.
Kabugho also urged the hotel and restaurant owners to ensure proper hygiene and sanitation of the facilities that they use to serve the people.
She revealed that they were yet to launch an inspection campaign against non-compliant hotel owners before the marathon slated for next month.
