A section of concerned citizens in Kasese district have blamed the Resident District Commissioner’s (RDC) office for the decline in the academic performance of some government-aided primary schools.
They claim that the RDC’s office arrested some head teachers last year, a situation which created a climate of fear among teachers and subsequently demoralized them as they executed their duty.
According to Ronald Bwambale Kabuku, the FDC Party Chairperson in Kasese, the RDC’s office misinterpreted the education policy by arresting head teachers who were simply implementing resolutions made by parents in school meetings.
These resolutions often involved collecting a small amount of money to support school operations.
Kabuku thus urges the RDC’s office to support and abide by these resolutions, rather than arresting head teachers. He believes this would help promote education and enhance the academic performance at the various stages of education.
Rev. Benjamin Bwambale, a head teacher at Road-barrier Primary School in Bulembia Division of Kasese municipality, shared Kabuku’s concerns, adding that the arrests created a situation of fear, causing school heads to relax on their school operations.
However, while addressing parents and school heads in Kitholhu Sub-county recently, Lt. Maate Magwara, the Kasese Deputy RDC, argued that teachers ought not to solicit money from parents for remedial lessons in government-aided schools, stressing that the act is contrary to the education policy.
