Kasese District Council seeks immediate transfer of CAO

Kasese District Council has tasked the District Executive Committee to seek an immediate transfer of the Chief Administrative Officer if he fails to return to office within this week.

Council sitting Tuesday at the District Multipurpose hall in Nyamwamba Division was bitterly concerned about the alleged repeated tendencies of disappearance by the Chief Administrative Officer from office.

It is alleged that the Chief Administrative Officer left the district headquarters on February 28 claiming that he was going to attend a meeting organized by the Equal Opportunities Commission that was slated for March 03 in Kampala.

Mrs. Aidaloy Mbabazi Syauswa, the Woman Councilor representing the Elderly argued that she was unhappy with the behavior and repeated disappearance tendencies of the Chief Administrative Officer ever since he assumed office.

She proposed to the District Executive Committee to write a petition seeking the transfer of the Chief Administrative Officer so that a new and competent person is appointed to serve the district.

Mr. Ham Natuhwera, the District Councilor representing Nyakatonzi Sub-county agreed with Mrs. Syauswa, saying that the continuous disappearance of the Chief Administrative Officer from office might create gaps in making transactions with the contractors across the district. 

Responding to the Councilors’ concerns, the District Chairperson, Mr. Eliphaz Muhindi Bukombi revealed that the Chief Administrative Officer who is the Accounting Officer of the District reappeared in office after his disappearance and later went back without the knowledge of the political wing.

Muhindi assured Council that he had written a letter of contestation but was later advised to first wait if the Chief Administrative Officer would not come to office fully.

Mr. Johnson Mayora, the Council Speaker said they would not wait to see the services of the Chief Administrative Officer missing any more, citing the critical roles of the Accounting Officer in such a big Local Government.  

He gave an ultimatum of up to Monday next week for the District Executive Committee to have produced a full-time Chief Administrative.
