Mr. Richard Bomera says the harassment stems from the disagreement over the user ship and ownership of parts of land which are said to belong to the now defunct Kilembe Mines Limited.
In his report about the state of affairs to Council held today at the division headquarters in Bulembia, Bomera argued that many people in his area continue to suffer at the hands of the UPDF and wondered why the matter is not being handled by police which by law is charged with handling matters involving civilians.
According to the Bulembia Division, while they are committed to cooperating with the security agency, it is also imperative that UPDF ceases from harassing civilians with whom they are having disagreement over usership of land under contention.
