Kasese District Councilors have placed the chief administrative officer on the spot over the failure by the district to pay their allowance for the first sitting of council held in May shortly after they had been sworn in.
In a sitting of council held today at Kasese Multipurpose Hall, Mr. Gideon Sanyu Ntaboose, the District Councilor representing Karusandara sub County, indicated that they had remained waiting for the disbursement of their emoluments to their accounts but all in vain.
He pinned the Chief Administrative Officer Mr. Edward Kasagara to explain to them what could have gone wrong.
Mr. Edward Kasagara, the CAO had responded that the swearing- in ceremony was not in the budget and it was therefore regarded as meeting or workshop.
This response was received with a lot of disdain from the councillors. Mr. Ham Natuhwera, the District Councilor representing Nyakatonzi sub County, said the money should be secured and paid to them because they conducted govt business.
Ntaboose also accused the CAO of demanded an apology from the administrative boss for calling a council sitting in which they elected their leaders a workshop.
Kasagara, however technically guided that the said money wouldn’t be paid within the running budget because it doesn’t have any vote meant for it. He, however, advised them to budget for it in the next budget whose processes has started.
Hon. Nelson Masereka, the Kasese District Council Speaker, called for calm among the members and implored the District Executive Committee members to follow the matter and have it concluded.
