Kasese residents appreciate the role of UPE

BY JOACKIM KULE

A section of residents in Kasese district has applauded the Government of Uganda for her efforts towards promoting Universal Primary Education (UPE).

UPE was officially introduced in January 1997 by government under the leadership of President Yoweri Kaguta Museveni.

The program is intended to provide free education to all children of school-going age.

Now, a section of residents in Kasese says since the introduction of UPE programme, the enrolment and completion rates of the learners have increased coupled with reducing child labour.

The residents made the remarks today during the commissioning of the construction and renovation works of primary schools across the district.

The construction and renovation works are being funded by the Government of Uganda under the School Maintenance Grant (SMG) covering a number of institutions of learning in all the constituencies comprising Kasese district.

Kasese District Assistant Engineering Officer, Ms Maureen Kamalha told the gathering at Saad Islamic Primary School –Nyamirami and Kiburara Primary School respectively that a lot of money had been put into the construction of schools for the learners to have a conducive learning environment.

Kasese District Communications Officer, Ms Sharon Kabugho, however, stressed that as government builds and equips schools with the necessary tools and paying teachers, the parents have a role of mobilizing the learners to utilize those institutions effectively.

Officiating at the commissioning exercise at both sites, the Kasese Deputy RDC in-charge of Busongora County observed need for the parents to gift their children with education as the only sounding legacy.
