Members of the Kasese Municipal Council sitting today have called for the immediate transfer of the Town Clerk on allegations of spending shillings 112 million without the authorization of the Councilors.
Their call for a transfer of the Town Clerk, Geoffrey B. Bamanyisa came after the Municipal Mayor, Chance Kahindo had indicated in his address that there was an alleged mismanagement of Katarasa Road funds in Bulembia Division.
Kahindo revealed that council at first approved shillings 93 million to kick start the construction works of Katarasa Road and later added shillings 140 million on the formal request from the Town Clerk.
According to him, the authorities later discovered that the said Town Clerk had used additional shillings 122 million without the consent of council, something that tantamount to severe insubordination.
Kahindo told council that after realizing the mismanagement case, he thought it wise to write to the Permanent Secretary at the Ministry of Local Government and demanded for the transfer of Bamanyisa from being Town Clerk for Kasese Municipality before begging council to back-up his plea for the good of their entity.
Thomas Adyeri, the Municipal Councilor representing Umoja, Kisagazi and Kizungu cells in Nyamwamba Division, noted that it was not the first time to hear cases of mismanagement of funds by the same office, calling for the transfer of the accused Accounting Officer.
Jolly Biira, who represents the people of Nyakasanga II Ward, stressed that the Town Clerk was not considering council as a priority, adding that the only option was to have him transferred.
Mr. Bamanyisa, who had not personally attendedcouncil, had delegated Faisal Komungaro, the Assistant Senior Town Clerk for Central Division to represent him.
Asked by council to present what the Accounting Officer had told him to tell the members, Komungaro said the Councilors should give the accused amble time to prepare a report and later submit to the sectoral committees, defending that the money had been put to a proper use.
The Kasese Municipal Council Speaker, Swaiba Ukash Musenene, however, ruled that the accused Town Clerk would be summoned to appear before council on Friday this week for a hearing session.
