Kasese FDC members blame the RDC’s office for the pupil’s failure

Mr. Saulo Maate, the former Kasese District FDC Chairperson has blamed both the parents and the office of the Resident District Commissioner for the alleged poor performance of learners in some government grant-aided primary schools.

Maate believes that the parents’ alleged ignorance and the Office of the RDC that ordered for the arrests of Head teachers are the core reasons why some candidates especially from the government grant aided schools performed badly in the recently released 2024 Primary Leaving Examination results.

According to Maate, some parents also became reluctant towards paying the little money that they had agreed with the management committees of schools and instead started calling the Office of the RDC claiming that the Head teachers were chasing away their children from classes.

The outspoken former opposition leader also criticized the RDC’s Office for interfering with the work of the teachers hence creating fear among the Head teachers and subsequently leading to a decline in performance. 

In 2023 and 2024, a number of Head teachers from Kasese Municipality were arrested on the orders of the RDC’s office on allegations of sending away children from schools that are benefiting from the Universal Primary Education (UPE Programme.

Mr. Abdul Saad, the Maliba Town Council Chairperson says because of such arrests, parents developed a mentality that government was solely responsible for everything as far as children’s education is concerned.

Rev. Benjamin Bwambale, the Head teacher at Road barrier primary school who also doubles as the former Head teacher at Kamaiba Primary School claims that he escaped arrest when he was still at his former school.

According to him, the arrest of the Head teachers impacted negatively on the performance of learners in the government grant-aided primary schools.

However, the Kasese Resident District Commissioner, Lt. Joe Walusimbi dismissed the accusations, saying they are politically motivated.

He defended his actions emphasizing that enforcing the Education Act protects the rights of vulnerable children from being denied education due to financial constraints.

Lt. Walusimbi vowed to continue cracking down on Head teachers who send learners’ home for dues.
