A section of Kasese District Councilors has revealed that yesterday’s council sitting did not meet their expectations.
According to them, they were expecting to hear the defenses of the people who were implicated by the findings of the probe committee over corruption tendencies in the district especially the Service Commission as greed in the extra-ordinary council that was held on December 03 at Kasese Youth Polytechnic.
On the said date, am extra – ordinary council was convened to purposely to receive a report from a seven-member committee which was established to investigate some corruption scandals reported in the district.
In the report, the committee members claimed to have gathered facts about corruption from both the public and other organs at the district.
Among the issues was the collection of money from the members of the public on promises of special considerations during the recruitment process, adding that some members of the District Service Commission were directly involved in cases of bribery by obtaining money from the public.
The committee also observed that there was political interference in the operations of the Service Commission.
After hearing the report, council then resolved that there should be fair hearing and the accused persons were supposed to defend themselves during yesterday’s session.
But the councilors said they were disappointed with the manner in which case did not appear anywhere in the order paper.
They were however told that the Chief Administrative Officer had written to the Solicitor General for Guidance about the matter.
Mr. Herbert Twinojuni, the Councilor representing Katwe – Kabatooro Town Council wondered why the Chief Administrative Officer did not write earlier before the committee was constituted and allowed to present the report.
Neverless Biira Kikama, the Woman Councilor representing Rukooki and Mbunga sub-counties said she was too disappointed, arguing that those who constituted the committee wasted their time and government resources.
Mr. Ronald Ndyakurungi, the Distrust Councilor representing Kyarumba Town Council noted that the act caused public mistrust, saying everyone was eagerly waiting for a solution to corruption.
Kasese District Deputy Chief Administrative Officer, Mr. Eliab Begumya Ntarwet guided that after receiving the probe report, they had to write to the Solicitor General for technical guidance.
Kasese District Council Speaker, Mr. Johnson Mayora then ruled that there was no need for further discussions because they had not been guided by the Solicitor General.
Mr. Eliphaz Muhindi Bukombi, the District Chairperson clarified that the Ministry of Local Government had warned the district against the practice of handling legal matters without being consulted for legal guidance.
