Kasese District Council has approved the appointment of Rev. Ven. (Rtd) Charles Mbusa to serve the position of the Chairperson for the District Public Commission.
This was during a full council sitting today at Kasese Youth Polytechnic in Nyamwamba Division of Kasese Municipality.
The position fell vacant following the demise of Lawrence Tiruganya who breathed his last in November 24, this year.
Ven. Mbusa, who retired from active church service early this month, has been serving as the Sub-dean at St. Paul’s Cathedral in South Rwenzori Diocese.
The motion seeking council to approve the appointment of Ven. Mbusa was moved that Mr. Girivazio Monday Bwambale, the District Vice Chairperson who quoted the Local Government Act Cap 243 section 54(2) which mandates Council to appoint members of the district service Commission on recommendation of the District Executive Committee and with an approval of the Public Service Commission.
Mr. Bwambale explained that basing on the legal provision, the District Executive Committee sitting on December 17, 2024 under minute number 59/KDLG/DECEMBER/2024/2025 recommended that Rev. Ven. (Rtd) Charles Mbusa be appointed as the Chairperson for the Service Commission.
He stressed that Ven. Mbusa has relevant qualifications as required under section 56/1-2/ of the Local Government Act Cap 243.
Hon. Nerveless Kikama, the Woman Councilor representing Rukoki and Mbunga sub- counties supported the appointment, adding that being a Church Minister; Ven. Mbusa would help in resolving some of challenges related to corruption from the commission.
The District Council Speaker, Mr. Johnson Mayora declared that Ven. Mbusa awaits approval by the Ministry of Public Service before assuming office.
However, Mr. Ham Natuhwera, the District Councilor representing Nyakatonzi sub County had earlier criticized the nomination of Ven. Mbusa, arguing that the District Executive Committee had not consulted the ethnic minorities in Kasese before coming up with the name.
